The dedication of the Virginia Beach City Public School’s school bus driver out shines those from across the State. School bus drivers are the first people each day to have a hand in encouraging and shaping the futures of the children in our school division. Their patience, knowledge of the job, safety consciousness and focus is impeccable.
We would like to acknowledge six outstanding drivers who have been with the VBCPS’s for 40 years or more:
Margaret Hayes, driver of bus 723, has been with the VBCPS’s 40 years. She drives our accessible buses and also drives a kindergarten route for Creeds Elementary.
Patricia Melvin, driver of bus 589, has been with the VBCPS’s 41 years. She is a regular education and Advance Technology Center driver. She also drives a kindergarten route for Brookwood Elementary and an activity route for Kemps Landing Magnet.
Margaret Moore, driver of bus 564, has been with the VBCPS’s 41 years. She is a regular education driver and also drives for Renaissance Academy. In addition, she drives a kindergarten route for Pembroke Meadows Elementary and an activity route for Princess Anne High School.
Jean Edwards, driver of bus 545, has been with the VBCPS’s 44 years. She is a regular education and Advance Technology Center driver. She also drives a kindergarten route for Brookwood Elementary.
Ann Bernard, driver of bus 870, has been with the VBCPS’s 44 years. She began as a regular education driver and now drives for a special needs school bus and serves Renaissance Academy. She also drives a kindergarten route for Pembroke Elementary.
Patricia Owens, driver of bus 58, has been with the VBCPS’s 45 years. She is a regular education driver and drives an Activity bus route for Bayside High School.
It is notable that these six drivers have driven more than 3,000,000 miles over their 255 years of combined service. We would like to thank them for their years of service and their dedication to the safety of all the children in the Virginia Beach City Public Schools.
In keeping with the VBCPS goal to establish personnel selection, retention, and promotion practices to identify and train future leaders, we would like to recognize Ashley Fussell and Diane Stewart, transportation area supervisors for Virginia Beach City Public Schools who are in the final stages of completing the National Association for Pupil Transportation (NAPT) Transportation Supervisor Certification.


Training for Supervisor of Transportation has been developed for individuals who function at the highest technical level of the pupil transportation system. A Supervisor of Transportation must have the ability to carry out policy and program directives, administer programs, provide leadership, and engage in the development of materials within the limitations established by their management.
Transportation Supervisor candidates must complete a 60 hours training program. In addition to the required courses, professional skill enhancement electives are available for members on the Supervisor track. Ashley will earn a concentration in Special Education Transportation and Diane will earn a concentration in Operations.
The last hurdle to certification is a comprehensive written exam administered during the Virginia Association for Pupil Transportation Conference which will be held this June in Norfolk, Va.
